At least communication between most is sparse and uninterested as self-reliance has eliminated the need for an even higher level of high council. This means that there is no such thing as the higher council of the Galactic Federation, which oversees several constellations, much less an entire galaxy, even though it holds that very word in its name. A galaxy such as the Milky Way is an extremely large star cluster, so big it is simply unmanageable and unthinkable to the point that there can never be a single organization that oversees its interests as they would be overwhelmingly complex.
