Moving on, I will use the term high council of an entire constellation for descriptive purposes here because it is usually the case although not always. As I just explained, I am using the word constellation from the point of view and meaning as it is seen from the point of view of interstellar cultures. At this level, each high council of a constellation can and does associate with the high council of another constellation. Yet at this very high level, the interaction between both parties has become extremely limited, mostly because they do not need anything from each other. This means that a very long time, perhaps even thousands of years, may pass before any communication occurs between them.
