Not every planet in this galactic quadrant is aware of the very existence of such a thing as a galactic federation and therefore they are not members of it. And there are other star races who while being fully interstellar and mostly because of cultural reasons chose not to have anything to do with other star races or as little as possible even to their detriment and therefore do not have any representative or member present in any council which would correspond to their location. Most interstellar star cultures and races have expanded their influence and cultural borders to their entire solar system or in any case have peacefully associated themselves with all the advanced interstellar cultures present in the same solar system.
